Facility and Court Use Policies
American Sports Centers Facility & Court Use Policies
Important facility information and policies for all visitors, tournament organizers and court users.
Please review the following policies before using the American Sports Centers facility. These guidelines help ensure a safe, organized and enjoyable experience for everyone.
Food & Concessions
All food service within ASC is operated by American Sports Centers.
As a result, outside food may not be brought into ASC, and court users may not set up food concessions within the facility.
Visitors are welcome to bring water for personal use only into the facility.
Sponsorship & Banners
Tournament organizers are not permitted to display sponsorship banners within the facility without prior written approval.
Each tournament may display one banner for the duration of its event. The banner may identify the event and may include the logos or names of event sponsoring businesses.
Wireless Internet
Wireless internet is available at no charge throughout the facility.
Facility Information
American Sports Centers provides extensive parking and facility amenities for visitors attending events and tournaments.
Additional parking information and directions to the Edison easement lot are available through the American Sports Centers website.
Parking Information
ASC provides several parking areas for visitors. Parking is available in front of the main entrance, behind the building and at the Edison easement lot.
On particularly busy weekends, the Anaheim Marketplace across Cerritos Avenue from ASC may offer pay parking. This parking is not part of ASC.
Ample parking is available at ASC. Visitors may use the Anaheim Marketplace pay parking when available, but this parking facility is separate from American Sports Centers.

Inshallah SCMCO will be holding the Fourth Joint Masjid Basketball Tournament at American Sports Center.
Jersey Requirements
All teams are required to wear jerseys or T-shirts with numbers during the tournament.

Official Rules & Regulations
Each team will be assigned Clock & Stat duties. Failure to appear for your Clock & Stat duties will result in a 10 point penalty, which will be assessed on the team’s next game.
Game Rules
Game Duration
- All games consist of four 8-minute quarters.
- Overtime: 2 minutes.
- Shot clock: 24 seconds.
Clock Stoppage
This includes:
- Free throws
- Fouls
- Made baskets
Timeouts
- 2 non-floating timeouts per half.
- Remaining timeouts from the first half do not carry over into the second half.
- One additional timeout is awarded per each overtime.
- Available timeouts carry over into overtime.
Possession Arrow
- The team that wins the opening tip will have possession at the start of the 4th quarter.
- The opposing team will have possession at the beginning of the 2nd and 3rd quarters.
Jump Ball
For every jump-ball situation, officials will have an actual jump-ball.
Timed Violations
3-Second Violation
An offensive player is not permitted to have any part of his body remain in the paint for more than 3 consecutive seconds while the ball is in the front court.
5-Second Violation
Players have 5 seconds to inbound the ball. The 5-second clock is applicable until the ball completely leaves the hand(s) of the inbounding player.
8-Second Violation
Players must bring the ball past half court before 8 seconds expire.
Closely Guarded Violation
In the front court, and if guarded by a defender within 6 feet, an offensive player staying in one spot can hold or dribble the ball for only up to 5 seconds.
Ball Advancement
Teams can advance the ball to half court during any timeout.
Fouls & Penalties
Player Fouls
- Each player is allowed 6 fouls.
- In-game technical fouls count as personal fouls.
- Non-playing technical fouls do not count as personal fouls.
Charging / Illegal Screens
- Charging fouls will not give special consideration to “restricted” areas under the basket.
- A charging foul or illegal screen/moving pick counts toward the player's Personal Foul total and Team Foul total.
- Charging fouls and illegal screens/moving picks will NEVER result in free throws.
Blocking
- Blocking fouls will not give special consideration to “restricted” areas under the basket.
- A blocking foul counts toward the player's Personal Foul total and Team Foul total.
- A blocking foul committed while the offensive player is in the act of shooting will result in free throws being awarded.
Clear Path Foul
Team Fouls
- Once a team reaches 5 fouls, the opposing team will shoot two free throws (double bonus).
- Team foul count resets at the start of each quarter.
- Team fouls do not reset in overtime.
- Offensive fouls count as non-shooting team fouls.
- In the last two minutes of every quarter, a team that has more than 1 foul to give will automatically only have 1 foul to give.
Technical, Flagrant & Conduct
Face Guarding
Face guarding is prohibited during MBL & SCMCO Tournament. A player cannot mask an opposing player's vision with their hand while dribbling or shooting.
Second offense: Player technical foul
Technical Fouls — Assessed When:
- Disrespectfully addressing, contacting, or gesturing toward referee.
- Using profanity or any foul language. CURSING will not be tolerated no matter the intention.
- This technical foul can be called by any member of the Administration Committee who is not playing in that particular game.
- Taunting, baiting, ridiculing, or making obscene gestures toward another player or bench.
- Face guarding after the first-offense warning.
- Calling a time-out when no remaining time-outs are available.
- Other in-game situations at referee discretion.
- Failure to provide stat keeping volunteers/players.
- Jersey/T-shirt violations.
Technical Foul Penalty
- A technical foul results in 2 free throws, both shot by one player of the opposing team's choice, plus possession to the opposing team.
- Technical fouls count toward the player's 6 fouls for disqualification and toward the team foul total.
- When double technical fouls are committed, no free throws will be shot.
- 1 technical = 2-minute suspension from gameplay.
- 2 technicals = ejection from game.
Flagrant Fouls
Assessed When:
- Severely or excessively contacting an opponent during live ball or dead ball.
- Other in-game situations at referee discretion.
Penalty
- Flagrant foul results in 2 free throws to the offended player plus possession of the ball and counts toward the offender's Team Foul Total. The offender will also be ejected.
- Double-flagrant foul results in no free throws or change of possession but counts toward Team Fouls. Both offenders will be ejected.
Fighting
Fighting includes, but is not limited to:
- Trying to strike an opponent with arms, hands, legs, or feet with intention of punching, kicking, pushing or shoving, regardless of whether contact is made.
- Instigating a fight by committing an unsportsmanlike act toward an opponent that may cause the opponent to retaliate.
- A player who retaliates is subject to these same rules.
- Any act of fighting will be ruled a flagrant foul and receive similar punishment.
- When a fight has occurred, referees will determine individuals who were involved in the fight and any players who left the bench to escalate the fight.
Bans
Jerseys / Shirts
Teams must be in matching, approved jerseys/shirts at all times.
Free Throws
Positions During Free Throw Attempt
- 1st space on each side of the lane will remain empty.
- 2nd and 4th spaces are for defensive players.
- 3rd space is for offensive players.
- All other players must be behind the free-throw line extended and behind the 3-point arc.
Free Throw Procedure
- Free-throw shooter has 10 seconds to shoot after being given the ball.
- If the free-throw shooter is injured, a substitute player will shoot the free throws.
- If there are no substitutes, any player already checked into the game can shoot the free throws.
Free Throw Violations
- Free-throw shooter cannot cross the free-throw line until the ball strikes the rim.
- Players along the lane may not enter the lane until the free-thrower has released the ball.
- Players behind the 3-point arc cannot cross the 3-point arc until the ball strikes the rim or backboard.
Violation Penalties
- If an offensive player commits a violation, the basket will not count. The ball will become dead and the opposing team will be given possession.
- If a defensive player commits a violation, the basket will count if made and will be re-attempted if missed.
- If both teams commit a violation simultaneously, the ball will become dead, no point will be scored, and possession will be determined by a jump-ball.
- For and-ones, or the final shot of sequential free throws, missed free throws must hit at least the rim or it is a violation.
Substitutions, Forfeits & Referee Rights
Substitutions
- A substitute must report to the scorer's table to enter the game.
- After notifying the scorer's table, a player may only enter during a dead ball: referee whistle, free throw, timeout, jump-ball, and out of bounds.
- On automatic 2- and 3-shot free throws, substitutions may enter only immediately before the last free throw.
- On And-1 free throws, substitutions may enter before the free throw.
- Players must remain in the designated bench area.
- If you are not substituting, you are not permitted near the scorer's table.
Forfeits
Game Time Details
- Teams are required to have a minimum of FOUR (4) players at the start of the game.
- Each team is granted a 5-minute grace period from the time the previous game ended.
- After 5 minutes, the game is officially considered a forfeit.
- Forfeit losses are equivalent to a 0-25 final score.
Referee's Rights
- Referees will instruct the scorekeeper to put the correct time and/or score on the game clock when in doubt.
- Referees will make the final decision on buzzer beaters.
- Referees can confirm or discuss league rules with the Admin at the scorer's table; however, Admins DO NOT have the right to overturn any referee decisions.
- EXCEPTION: Non-playing admin CAN call technical fouls on players for cursing.
Clock & Stat Duties
Each team is responsible for its assigned Clock & Stat duties. Failure to appear for assigned duties results in the 10 point penalty assessed on the team's next game.
Playoffs
The rankings for the Playoffs will be determined by results from Season/Group games. Please refer to the Playoffs Chart for the exact format.
All top teams may get a “BYE” in the first round of Playoffs in all divisions.
Playoff Tie-Breakers
For teams with the same regular season records, the following criteria will be used to determine Playoff rankings in this specific order:
1. Head-to-Head Competition
If teams played each other in the regular season, the winning team will emerge as the winner of the tie-breaker.
Should 2 or more teams share the same record, total head-to-heads will be factored.
If for any reason, all teams involved in a tie breaker have not played all teams with an identical record, admin shall proceed to Rule 2.
2. Point Differential
If head-to-head is unable to be considered, point differential (total points scored minus total points allowed) will be tallied for all respective teams.
Teams with the highest point differential will win the tie-breaker.
If for any reason, point differential is unable to determine a clear-cut winner, admin shall proceed to Rule 3.
3. Points Scored
If point differential is unable to break a tie, total points scored across the entire season will be used to determine the winner.

Offical Rules
Tournament – Official Rules
Please review all tournament rules and regulations carefully.
Each team is assigned Clock & Stat duties. Failure to appear for an assigned duty will result in a 10-point penalty on that team's next game.
Game Format
Clock & Timeouts
- In the second half, the clock stops on all dead balls during the final 2 minutes of playoff games when the point differential is 10 points or less.
- This includes free throws, fouls and made baskets.
- Each team receives 2 non-floating timeouts per half.
- Unused first-half timeouts do not carry over.
- Each overtime period provides 1 additional timeout.
- Available timeouts carry over into overtime.
Possession Arrow & Jump Ball
- The team winning the opening tip receives possession at the start of the 4th quarter.
- The opposing team receives possession at the start of the 2nd and 3rd quarters.
- An actual jump ball is used for every jump-ball situation.
Game Time Details
- A minimum of FOUR (4) players must be present at the start of the game.
- Teams receive a 5-minute grace period from the time the previous game ends.
- After the 5-minute grace period, an official forfeit will be declared.
- A forfeit loss is recorded as 0–25 final score.
3-Second Violation
An offensive player cannot have any part of their body in the paint for more than 3 consecutive seconds while the ball is in the front court.
5-Second Violation
A player has 5 seconds to inbound the ball. The count ends when the ball completely leaves the inbounder's hands.
8-Second Violation
The offensive team must bring the ball past half court before 8 seconds expire.
Closely Guarded
In the front court, when a defender is within 6 feet, an offensive player who remains in one spot may hold or dribble the ball for a maximum of 5 seconds.
Ball Advancement
During any timeout, a team may advance the ball to half court.
Player Fouls
- Each player is allowed a maximum of 6 personal fouls.
- In-game technical fouls count as personal fouls.
- Non-playing technical fouls do not count as personal fouls.
Charging & Illegal Screens
- The restricted area is not specially considered.
- Charging and illegal screens count as personal and team fouls.
- No free throws are awarded for these fouls.
Blocking Fouls
- The restricted area is not specially considered.
- Blocking counts as a personal and team foul.
- If the player is in the act of shooting, free throws are awarded.
Clear Path Foul
A clear path foul occurs when a player fouls an offensive fast-break player without making a legitimate play on the ball and there is no defender between the offensive player and basket.
Team Fouls
- At 5 team fouls, the opponent enters the double bonus and receives two free throws.
- Team fouls reset each quarter.
- Team fouls do not reset during overtime.
- Offensive fouls count as non-shooting team fouls.
- During the final 2 minutes of each quarter, a team with more than one foul to give automatically has only one foul to give.
Face Guarding
Face guarding is prohibited during the MBL & SCMCO Tournament. Players may not intentionally mask an opponent's vision with their hand while the opponent is dribbling or shooting.
Second offense: Player technical foul.
Technical Fouls
- Disrespectfully addressing, contacting, or gesturing toward a referee.
- Profanity or foul language. Cursing is not tolerated.
- Taunting, baiting, ridiculing, or using obscene gestures toward another player or bench.
- Face guarding after the first warning.
- Calling a timeout when none remain.
- Other in-game situations at the referee's discretion.
- Failure to provide required stat-keeping volunteers or players.
- Jersey or T-shirt violations.
Technical Foul Penalty
- 2 free throws.
- Both free throws are taken by one player chosen by the opposing team.
- Possession is awarded to the opposing team.
- Technical fouls count toward the player's 6 fouls and the team's total fouls.
- A double technical results in no free throws.
- 1 technical foul = 2-minute suspension.
- 2 technical fouls = ejection.
Flagrant Fouls
- Severe or excessive contact during a live or dead ball, or other situations at the referee's discretion.
- Standard penalty: 2 free throws + possession.
- The foul counts as a team foul.
- The offending player is ejected.
- Double flagrant: no free throws, change of possession, team fouls count, and both players are ejected.
Fighting & Bans
- Fighting includes attempting to strike with arms, hands, legs or feet with intent to punch, kick, push or shove, regardless of whether contact occurs.
- Instigating an unsportsmanlike act that may cause retaliation is considered fighting.
- A retaliating player is subject to the same rules.
- Any fighting results in a flagrant foul and similar punishment.
- Referees determine which players participated and whether bench players left the bench area to escalate the incident.
Jerseys & Shirts
All players must wear matching, approved jerseys or shirts at all times.
Forfeits
Any forfeiting team receives an automatic 25-point loss . The winning team receives a 25-point victory.
Free Throw Lane Positions
- First lane space on each side remains empty.
- Second and fourth lane spaces are occupied by defensive players.
- Third lane space is occupied by an offensive player.
- All remaining players stay behind the free-throw line extended and the 3-point arc.
Free Throw Procedure
- The shooter has 10 seconds after receiving the ball.
- An injured shooter is replaced by a substitute.
- If no substitute is available, any player already checked into the game may shoot.
- The shooter cannot cross the free-throw line until the ball strikes the rim.
- Lane players cannot enter the lane until the shooter releases the ball.
- Players behind the arc cannot cross the line until the ball strikes the rim or backboard.
Free Throw Violations
- Offensive violation: Basket does not count, ball becomes dead, and opponent receives possession.
- Defensive violation: Basket counts if made. If missed, the free throw is reattempted.
- Both teams violate simultaneously: Dead ball, no point, and possession is determined by jump ball.
- For an And-1 or final sequential free throw, a missed free throw must hit at least the rim or it is considered a violation.
Substitutions
- The substitute must report to the scorer's table.
- A substitute may enter only during a dead ball, including a whistle, free throw, timeout, jump ball, or out-of-bounds play.
- During an automatic 2- or 3-shot free-throw sequence, substitution is allowed only immediately before the final free throw.
- During an And-1 situation, substitution may occur before the free throw.
- Players must remain within the designated bench area.
- Non-substitutes may not stand near the scorer's table.
Referee's Rights
- All referee decisions are final.
- Referees may instruct the scorekeeper to correct the time or score when there is reasonable doubt.
- Referees have final authority on buzzer-beating plays.
- Referees may confirm or discuss league rules with the Administration Committee at the scorer's table.
- Administration Committee members cannot overturn referee decisions.
- A non-playing Administration Committee member may call a technical foul for cursing.
Clock & Stat Responsibilities
Each team is responsible for assigned Clock & Stat duties. Failure to provide the required volunteers or players may result in a technical foul or the applicable tournament penalty.
Playoff Format
- All teams advance to the playoffs.
- Playoff rankings are determined by Season/Group game results.
- Refer to the Playoffs Chart for the exact playoff format.
- Top teams may receive a BYE in the first round in all divisions.

All participants are expected to understand and follow these rules. Referee decisions made during gameplay are final.
